Police say tow truck driver holds man at gunpoint following West Toledo crash

A tow truck driver is being charged with a criminal offense after Toledo police reported that he pursued and detained another man at gunpoint on Monday following a collision.

At approximately 3:40 p.m., law enforcement was dispatched to the intersection of Upton and Central avenues in West Toledo. Upon arrival, officers discovered Dylan Cannan, 30, kneeling on the back of Refugio Montano, 49, according to a report.

According to the police report, Mr. Cannan informed the authorities that he had observed a “felony hit skip” accident and proceeded to pursue Mr. Montano. During the pursuit, Mr. Cannan brandished a firearm and forcibly extracted Mr. Montano from his vehicle. The police were subsequently notified and arrived at the scene.

According to court records, the accident took place at the intersection of Central and Upton. It was further mentioned that Mr. Cannan had placed Mr. Refugio in handcuffs. Records indicate that Mr. Cannan is facing a felony abduction charge for removing someone from their location.
